Customs-Trade Partnership Against Terrorism (C-TPAT)
Issued by U.S. Customs and Border Protection (CBP)
CertificationAudit Scope
Voluntary supply-chain security program for U.S. importers, exporters, brokers, carriers, and consolidators. Members commit to security criteria across personnel, procedural, physical, IT, and conveyance controls. CBP validation periodically reviews compliance.
What It Proves
Voluntary self-certification + CBP validation that the entity has implemented supply-chain security measures meeting C-TPAT minimum criteria. Tier 2 (Validated) and Tier 3 (Security Validated) reflect progressive program engagement.
What It Does Not Prove
Does NOT certify product quality, safety, or efficacy. Does NOT replace any customs compliance obligations. Tier 1 (registered) is NOT the same as Tier 2/3 (validated). Faster customs processing is a stated benefit but NOT guaranteed for any specific shipment. Mutual Recognition Arrangements exist with EU AEO, Canadian PIP, and certain other countries, but coverage is not universal.
