What It Means

The Harmonized Tariff Schedule (HTS) is the classification system used by U.S. Customs to determine the duty rate applied to imported goods. Each product is assigned a 10-digit code based on its composition, form, and intended use. Supplement ingredients fall under various HTS chapters (mostly Chapter 29 for chemicals, Chapter 21 for food preparations, Chapter 12 for plant materials). The specific HTS classification determines the tariff rate, which can range from 0% to over 60% depending on trade agreements and country of origin. Misclassification can result in penalties, delayed shipments, or overpayment of duties.

What It Is Not

An HTS code is NOT the same as an HS code, though they share the first 6 digits. HS (Harmonized System) is the international standard maintained by the World Customs Organization. HTS is the U.S.-specific extension with additional digits for finer classification. An HTS code does not determine whether a product is legal to import — it only determines the duty rate.
